you could try downloading a free antivirus or a trial
but if your computer is that messed up, i'd look into an OS reinstall

ok. i doubt you have a restore CD. but there is a way you can fix that without re-installing windows. there are actual executable files for control panel components. I forget there they're located though.

ok viper i got the solution to your problem. open your C:\Windows\system32\

and copy this file into it. when it says overwrite. click yes. then restart your computer.

that is the Add/remove programs control panel extention. I promice it wont **** up your PC. just make sure Add/remove programs isnt running when you do it.

AVG is kinda lame now. I use Etrust anti-virus. It's still free to use for one year but, they say it's for a limited time. I dunno, maybe a marketing scam but, works way better then AVG I can tell you that much.

If I were to guess, this looks more like a video/graphic card memory thing. Either that or he's low on memory overral. I loaded the add/remove windows thing like that one time and it did this blur thing, usually cause of the graphics care but, I'd have to actually look and work on the pc to know what is wrong.

i would put that into extreme doubt. it looks like his theme is screwed up.and it looks like a file error, rather than a memory issue.
