Default html problem

Hey I got a problem, HTML & CSS drive me crazy. I want a page with a repeating graphic on top and one on the side. So here's my attempt:

http://foamplate.net/test/test.html

If you open this page in internet explorer, it's nothing like I want at all. In firefox it's almost right, but see that content element I put in that makes the page scroll makes the left side graphic cut. If I take that content element out it behaves like I want in firefox though.

Is there any way to make it work the way I want cross browser and without javascript?

FYI, Here's the solution I found

http://foamplate.net/test/test2.html

It does have that bit of JavaScript embedded in the CSS so that it works in IE, but oh well.

Why are you using JavaScript for something easily solvable by CSS?
