This is a stupid law, but you can't really blame this all on Bush. Congress had to author and pass this bill for him to be able to sign it in to law, and it is currently run by the Democrats. As a poster on Joystiq said:

Honestly, they shouldn't have been a bannable offense in the first place. They can be annoying when used constantly to hurt another user, but in this context I think it is perfectly acceptable.
