Well, to answer your question, Moderators for specific forums are good because they do the dirty work that some super mods would rather not do. Say there is someone who spends most of their time in the gaming forum, an Admin might decide to make them a mod of that forum, since there is so much going on there that it would take a bit of the load off of the super mods shoulders, without having to give the person the responsibility of taking care of the whole forums. Do you see now?
