MS Paint would even work. Photoshop is best for images though. It doesn't mean you have to follow them, A flash animation cartoon with scanner images would look nice if you did it proper. I was told myself the best way to make a 3d game would be using Director MX not Flash MX with 3d with lingo cause it has a real time render but when somebody tells me it's tricky or impossible it wants me to do it even more.
